Не включится.
echocancel=yes включает механизм эхоподавления подавления.
Который если софтовый - определён в конфиге /etc/dahdi/system.conf (или zaptel.conf)
Вот там он может быть - MG2 штатный бесплатный софтварный дигиумовский, или OCTASIC платный дигиумовский, или OSLEC - бесплатный не-дигиумовский.
А если хардварный - не объявляется в конфиге /etc/dahdi/system.conf (или zaptel.conf).
rmmod oslec.ko делать совсем не надо.

Ты уже включил и проверил?
